Joe,

You are right. We should not treat drug addicts as criminals but as people in need of help, unless they victimize people for drugs or while being on drugs. But I also think legalizing drugs would increase the number of victims of drugs and the number of people the users victimize.

One question: from a policy point of view is it better to treat drug abuse as a crime or an illness. Both cost money but where should the money be spent?
