Roger,
The only people claiming that whether waterboarding is torture is open for debate are people trying to defend the practice. It's torture, plain and simple. You referred to Hitchens. He called it torture after he went through it. Here's a link to an article he wrote about it:

I don't know how you can defend it or the use of other torture techniques.
