The Moscow Mayor and City Council welcome you to tonight's meeting.  We
appreciate and encourage public participation.  For certain regular
agenda items, an opportunity for public comment may be provided after
the staff report.  However, the formality of procedures varies with the
purpose and subject of the agenda item; therefore, the Mayor may
exercise discretion in deciding when to allow public comment during the
course of the proceedings and limitations will be placed on the time
allowed for comments.  If you plan to address the Council, you will find
a list of "Tips for Addressing the Council" on the table outside the

ARBOR DAY PROCLAMATION

 

1.         Consent Agenda:  Any item will be removed from the consent
agenda at the request of any member of the Council and that item will be
considered separately later.  Approval by roll call vote.

 

A.        Approval of Minutes of February 22, 2005 - Stephanie Kalasz

 

B.         Approval of Quarterly Financial Reports - Don Palmer

 

C.         2006 Overlay Project State/Local Agreement & Resolution - Les
MacDonald

The City of Moscow has received approval for federal funding of an
asphalt overlay project for 2006.  The proposed project will consist of
replacement or overlay of existing asphalt on Minor Arterials and
Collector Streets throughout the City.  The candidate street sections
for this work include:  Joseph Street from Paradise Creek to 300 feet
east; Third Street from Monroe Street to Cleveland Street; Sixth Street
from Blaine Street to Mountain View Road; Lauder Street      from US 95
to Taylor Street; Orchard Street from F Street to Public Avenue; and F
Street from Hayes Street to Orchard Street.

ACTION:  Approve Agreement and Resolution 2005-03.

 

2.                Public Hearing for a Rezone at 1001 and 1039 N. Polk
Extension - Joel Plaskon

Randy Rauch and Steven Gaudette have applied for a rezoning of their
properties at 1001 and 1039 N Polk Extension (respectively) from R-1 to
R-3.  The Planning and Zoning Commission conducted a public hearing and
unanimously recommended approval of this application on February 9,
2005.

 

            ACTION:  Approve Ordinance under suspension of the rules
requiring three complete and separate readings and that it be read by
title only; or reject the Ordinance; or take such other action deemed
appropriate.

 

3.         Friendship Square Bid Results - Les MacDonald

Bids were opened on Tuesday, March 1, 2005 for the Moscow Downtown
Revitalization Project. This project was readvertised following a
rejection of bids from the first attempt in the fall of 2004.  The
project scope, contract format, and construction schedule were modified
to attempt to bring the cost of the project down.  A single contractor
submitted a bid on the project.  The low bidder was Brown Contracting
and Development, Inc. from Spokane, Washington.  As the base bid amount
is above the available funding, three options are available.  The
project bid could be rejected and another attempt at modifying the
project made.  Second, the scope of the current contract could be
reduced to bring the project within the budgeted amount.  Third, the
City of Moscow could identify additional funds from the City budget to
offset the difference.  

 

            ACTION:  Receive report on bid for the Moscow Downtown
Revitalization Project and direct staff as deemed appropriate.
