[WSBARP] Irish citizens named as beneficiaries of Fidelity account

Good afternoon,

I am the administrator of a probate case where the decedent named his brothers, who are all Irish citizens, as beneficiaries on his Fidelity brokerage and IRA accounts.

The beneficiaries would like to prevent Fidelity from automatically withholding 30% of the money for taxes.  Is there anyone who is familiar with the US Ireland Tax Treaty and the W8-BEN form (specifically, line 10) that would be willing to talk with me about this?
