[WSBARP] Non-payment of rent after August 1

I'm wondering what the collective thinks about evicting for non-payment of
rent accrued after August 1, in counties where no eviction resolution pilot
program has been established yet. The bridge moratorium suggests this is
permissible since participation is not explicitly required for rent
accruing after August 1, but I'm not seeing anything in ESSB 5160 that
clearly states section 7 only applies in counties where an ERPP has been
established. I suppose you could interpret it that way but it seems
questionable to me. Thoughts?
