[WSBARP] Proclamation 20-19.5 - Increases In Laundry Machine Fees?

Interesting. I think if the monetary charges for access/use of the washer
and dryer is not considered "rent" as defined in RCW 59.18 - then it might
not be covered by Proclamation 20-19.5. Specifically, the language that I
think you might be referencing says,  "Except as provided in this
paragraph, landlords, property owners, and property managers are *prohibited
from increasing*, or threatening to increase, *the rate of rent* for any
dwelling or parcel of land occupied as a dwelling." Maybe you're looking at
another bullet point I'm missing. But my guess here is that raising coin
charge for communal washers and dryers is not related to the occupancy of
the dwelling nor would it be considered a "rent" increase. Every fact
matters here - so I think what the lease says about the access to the
washer/dryer could impact the interpretation.
