<i><u>prohibited from increasing</u></i>, or threatening to increase, <i><u>the rate of rent</u></i> for any dwelling or parcel
of land occupied as a dwelling." Maybe you're looking at another bullet point I'm missing. But my guess here is that raising coin charge for communal washers and dryers is not related to the occupancy of the dwelling nor would it be considered a "rent" increase.
