Craig -
Federal Way, Tacoma, and Burien (and probably soon Kirkland) have
additional local rules you may need to reference before advising this
client. If the local municipality does not have additional rules, and all
leases are currently month to month, and none of the tenants want to claim
CDC protections, then it should succeed.
However, to make the process less unsavory - your client might consider
offering favorable relocation assistance (i.e. rent forgiveness and/or cash
for keys).
