[WSBARP] Oregon case

Listmates, I have a wonky procedural question that I would appreciate input on.  Sister in law in Medford is served with a real estate case involving a house they sold.  Case is dismissed without prejudice back in November.  Her attorney ( since retired) told her that the plaintiff had 180 days to refile some but not all of the claims ( some now barred by SOL) .  Sister in law now receives a letter( regular mail)  from an arbitration  service in Portland saying she has X days to respond to a " complaint" which she has never seen.  She has never been served with anything and today receives a copy of a "Complaint" via regular mail from the Plaintiff's attorney.  Complaint is captioned to Arbitration Service of Portland.  No court, no summons ect. Does Oregon have some sort of system to go straight to arbitration without service of process?   Also would appreciate referral to solid real estate attorney in Medford area.  Thanks, Craig
