[WSBARP] RE Contracts and taxes

I use Real Estate Contracts on a fairly regular basis and have not heard of this problem.  I just called a senior title officer at a local title company and he has not heard of this problem either.

We just received a message from Island Co Assessor that, even tho we recorded a Real Estate contract and paid excise tax, and asked tax statements to be sent to the Buyer, that they will not change the tax roll because "legal title is still in the Seller until the contract is fulfilled."  Has anyone else heard such a thing?
