[WSBARP] RE Contracts and taxes

We just received a message from Island Co Assessor that, even tho we 
recorded a Real Estate contract and paid excise tax, and asked tax 
statements to be sent to the Buyer, that they will not change the tax 
roll because "legal title is still in the Seller until the contract is 
fulfilled."  Has anyone else heard such a thing?
