[WSBARP] daughter moving mom out

I have a client who sold a home, moved bought a double wide MH and moved it to daughter’s 20 acre parcel 15 years ago after sinking a well.   Daughter now says they are going to sell and mom has to leave .  Mom has very little money and is a senior.  Use of land was permissive.  She also has a small mortgage.
Assuming she sunk her last $30,000 into this project, could she maintain an action for unjust enrichment against daughter?  The well and probably the mobile home increased the value of the property.
Would any notice from either daughter or a new owner to get out currently blocked by governor’s moratorium.  Could she at least require a 60 “going to sell it” notice?
