[WSBARP] Sale of real estate by port

I represent a small port district who wants to sell real estate over $1,500,000.
Under RCW 53.08.090 They can do so by resolution... no bidding. That section requires amendment of the comprehensive plan of improvement.... does one have to amend such a plan where the port never created a comprehensive plan of improvement?
