53.20.010 requires adoption of a harbor improvement plan before creating any
improvements.  If they have already created improvements, then they are out
of compliance and may be chastised by the auditor when the sale comes up
during audit.  There could also be an impact on state and federal funding
agencies, if they are receiving grant funding.  So they should go over the
sale with port counsel.

I represent a small port district who wants to sell real estate over
$1,500,000.

 

Under RCW 53.08.090 They can do so by resolution... no bidding.  That
section requires amendment of the comprehensive plan of improvement....
does one have to amend such a plan where the port never created a
comprehensive plan of improvement?
