Apologies for the short notice, and I hope some of you can attend an important roundtable discussion in person or online. If you are worried about the challenges posed by the housing crisis, or want to learn how innovative appropriate dispute resolution techniques can resolve real estate conflict and prevent homelessness, please join us.

This event is part of a two-year effort among many stakeholders to create a new program for the Seattle area, one focused in particular on providing tenants and landlords fast, inexpensive, non-adversarial, and highly effective tools to resolve disputes.

SPEAKER BIOGRAPHY
 
Page Todd Garcia, Public Employment Relations Commission (Moderator) – Page Todd Garcia serves as a mediator, facilitator, and adjudicator with the Public Employment Relations Commission (PERC).  Page has served as a neutral in well over 100 cases in her time at PERC, including the mediation of many teacher strikes or near-strike situations. Two years into her PERC career, Page also joined the agency’s training team. Page joined the King County Bar Association ADR Section Leadership Team in 2016 and enjoys collaborating with her team to offer quality section meetings and programs to the KCBA community. Starting in 2018, Page served as the Section’s Vice-Chair.  In 2016, Page received a three-year fellowship from the State and Local Bargaining Committee of the American Bar Association Labor & Employment Law Section.  Page is also a member of the NW Dispute Resolution Conference Planning Committee and Co-Chair elect for 2019-2020.  In her spare time, you can find Page practicing mediation skills with her teenager and her pets. 
 
 
Alan Kirtley, University of Washington School of Law – Alan Kirtley is an Associate Professor of Law at the University of Washington School of Law and founding director of its Clinical Law Program. A prodigious writer and pathfinder in the field of ADR, he teaches courses in negotiation, supervises the school's mediation clinic, and provides training in professional mediation skills through many CLE programs. Alan was an academic advisor to the drafting committee of the Uniform Mediation Act, and instrumental to its passage in Washington state. He authored the User's Guide to Washington's Uniform Mediation Act, co-founded the Northwest Dispute Resolution Conference and has served as Chair of the WSBA ADR Section. Alan received his B.A. and J.D. degrees from Indiana University in Bloomington. 
 
 
James Fearn, Seattle Housing Authority – James Fearn is the General Counsel at the Seattle Housing Authority (SHA). He is an attorney with extensive experience in the areas of land use, zoning, environmental, real estate and municipal law. He also has been substantially involved in low-income housing development issues. Prior to coming to SHA, James worked in the Land Use Division of the Seattle City Attorney’s Office, in private practice, and for the U.S. Department of Housing and Urban Development. James has represented public and private organizations in connection with land development issues. He is a graduate of the University of Chicago Law School.
 
 
LaDessa Croucher, Volunteers of America Dispute Resolution Center – LaDessa Croucher is the Senior Director of Volunteers of America Western Washington Dispute Resolution Center (VOA-DRC). She is a Professionally Certified Mediator and Ombudsman. LaDessa first discovered mediation while pursuing her undergraduate in Communication Studies from The University of Montana in Missoula. She then secured an AmeriCorps VISTA position with VOA-DRC in Everett, WA in 2004. LaDessa has spent the last 15 years exploring with key stakeholders how mediation and conflict resolution processes can be utilized in our courts and community systems to address a variety of social challenges, including homelessness and supporting community policing. LaDessa also served as the Co-President of Resolution Washington (2014-2019) the statewide association of Dispute Resolution Centers. She is a current board member for the National Association for Community Mediation and recent past chair. 
 
 
Mark Chattin, Catholic Community Services – Mark Chattin is the Director of Legal Services for Catholic Community Services. His primary role for the past 26 years is as the Director of the Tenant Law Center. Prior to moving to Washington State Mark was a senior staff attorney with legal services in Alabama. Mark also was a staff attorney for Federal Magistrate Charles Coody whose offices were in the historical Federal Courthouse in Montgomery, Alabama. He has been an adjunct professor at Seattle University School of Law teaching Landlord/Tenant Law and was a visiting adjunct professor with the Access to Justice Institute at Seattle University. Mark is a graduate of the University of Alabama School of Law.
 
 
Roger Moss, Pacific Conflict Intervention – Roger Moss is a negotiation consultant and mediator with significant experience managing vast real estate portfolios. An expert in tenant – landlord relations, he has resolved real estate conflict in the nation’s most culturally diverse environments, including Charleston, Honolulu, Los Angeles, Manhattan, San Francisco, and Seattle. He co-founded the Napa Mediation Center, helped establish KCBA’s ADR referral panel, and developed Conflict Intervention Service in Housing for the Bar Association of San Francisco. Roger serves on the WSBA ADR Section executive committee and is a former board chair of the Association for Dispute Resolution of Northern California. He graduated from the University of California at Berkeley and Hastings College of the Law and is an active member of the Bar in Washington and California.
