[WSBARP] State Oil/Gas/Mineral Reservation

There was a statute passed maybe 5-10 years ago that required the holder 
of such reservations to re-record their interest in order to preserve 
it.  Not sure whether that would apply to the state.

Those types of reservations are quite common in the Renton, Kent, Black 
Diamond, etc. areas due to coal.  They seemingly have not stopped 
development.
