[WSBARP] Sample Easement to the City

To everyone who is suggesting the city should draft it and/or ask the city
for a form:

They have a  general form and the language is more like the property owner
is giving away his property. They call it a "dedication of property to the
city." I am not comfortable with it. They have agreed for us to change the
language but they don't have any other forms and/or won't redraft. They
want us to draft and they will review.
