[WSBARP] Foreclosure Notice by Publication

There is a very high percentage chance the borrower received notice by
first class and certified return receipt mailing and posting with no
requirement for personal service.  I'm always skeptical when borrowers say
they didn't know they were being foreclosed especially when done by one of
the large foreclosure companies and their mortgage banking law firms.
