Foreign LLC holds real estate here, is doing some development work on it and plans to rent it or sell it when done. Is that "doing business" under the new HUB rules? RCW 23.95.520<http://app.leg.wa.gov/RCW/default.aspx?cite=23.95&full=true#23.95.520> says owning property "without more" is not doing business, but improving it and selling it? Do we have any guidance on this, in case law or even legislative comments?
