<a href="http://app.leg.wa.gov/RCW/default.aspx?cite=23.95&full=true#23.95.520">RCW 23.95.520</a> says owning property "without more" is not doing business, but improving it and selling it? Do we have any guidance on this, in case law or even legislative comments?<o:p></o:p></p>
