[WSBARP] Slightly OT - foreign LLC holding WA real estate

Eric: A simple solution to this is just to register the foreign LLC, as doing business here, with the Secretary of State; easy, quick and inexpensive solution.  I just did this for a client using a Texas LLC to buy  property here.

Foreign LLC holds real estate here, is doing some development work on it and plans to rent it or sell it when done. Is that "doing business" under the new HUB rules? RCW 23.95.520<http://app.leg.wa.gov/RCW/default.aspx?cite=23.95&full=true#23.95.520> says owning property "without more" is not doing business, but improving it and selling it? Do we have any guidance on this, in case law or even legislative comments?
