[WSBARP] pre-1990 condo insurance issue

A condo unit has a refrigerator leak that does extensive damage to a kitchen.  Horizontal Regimes RCW 64.32.220 says that the Board may obtain insurance for the property against loss and shall be written by the Board as trustee for each unit owner.  But the unit owners can insure their own unit as well.  Both the Board ($5,000 deductible) and the unit owner have insurance for this, but which is primary?  Seems from the statute that the Board's overall insurance might be primary.  Has anyone else dealt with this issue?
