[WSBARP] South King County referral

I need a referral for the following potential client (PC). PC is in the
military and bought a home in south King County 26 months ago. A recent
rain storm led to leaking around the roof perimeter. PC filed claim with
his homeowner's insurance company which denied it on the basis that the roof
was improperly installed (adjuster pointed out areas of the interior to the
PC that may have been painted to mask related damage). The seller of the
home marketed it as having a new roof. PC does some research and figures
out the seller and/or the seller's son replaced the roof themselves. They
applied for a permit but did obtain final inspection or final approval.
Three roofing contractors have said the roof is not worth saving and should
be replaced ($8-$12k). Presumably other related damage to the house will be
several thousand more to fix.
PC's home inspector came back out to look at the house and conceded he
should have discovered the defective roof and offers to file a claim with
his insurance company. PC has not yet contacted the seller and needs advice
on how best to proceed.
