[WSBARP] LUPA stuff

Because of a short vacation, I have two days to appeal a county building
department decision that is just plain wrong. I need to understand the
interplay between 1983 damages claims (I know they can be brought in same
action, just don't know best strategy for making the claim
administratively); what if we don't appeal (appeal costs $3000 or so just
for examiner fees and costs) and they go ahead and try to enforce - can we
argue at that time that they are wrong, or do we have to appeal now; and so
on. This is a small project but all of the client's assets. I need a
referral, please, to a very sharp land use lawyer to take this over, at a
reasonable cost.

I would appreciate any help anyone can give with referrals as soon as
possible.

Thanks.
