[WSBAPT] $ from settlement to parents in Burma

I need to know if anyone has been successful in sending settlement monies to someone in Burma.  If yes, how did you accomplish that?
I have been asked to send by Western Union to the parents from a wrongful death settlement to the parents who reside in Burma.
The aunt of the decedent is serving as Administrator and lives in the US - she sends monies to her sister by Western Union regularly.  I told her I would need a receipt to provide the parents received the monies.

Will the court accept this and provide me with an order?  What information do I need to provide to the Court?
Is their specific language I need to provide in an order?

When I research this process, I learn that U.S. sanctions control all transfers by a U.S. attorney who must comply with OFAC Burma sanctions (31 CFR Part 525).  Any U.S.-linked transaction must be screened for sanctioned parties.
Western Union itself will also screen and may block or reject the transfer.  The amount of money is very low (under $30k).
