[WSBAPT] Delegation of authority by out-of-state PR

Listmates,
I represent an out-of-state personal representative who is asking if he can authorize either his sister, or myself as his attorney, to go to the bank where the decedent had a safe deposit box to obtain the contents and to another bank where the decedent had an account to close the account. Can a PR delegate authority to do these things via a limited power of attorney?  If so, has anyone tried this and had the bank cooperate?
