Dave,
Here are some common situations and the rules on mandatory reporting:
Lawyer - not a mandatory reporter - see RPC 1.14<https://www.courts.wa.gov/court_rules/pdf/RPC/GA_RPC_01_14_00.pdf>(b), a lawyer may seek appointment of a guardian ad litem or guardian
Health Care Professionals, Law Enforcement, Social Workers, etc. - mandatory reporters<https://www.dshs.wa.gov/altsa/adult-protective-services-mandatory-reporters> - must make a report to APS if they suspect abuse, abandonment, neglect, exploitation or self-neglect
I'm not aware that anyone is required to seek appointment of a guardian, but APS may file for guardianship if they believe it is necessary. If the vulnerable adult is just being abused by a single person, then perhaps a VAPO is a better option.

I think there may be some rules that require some parties to take action if they become aware of a person why might need a guardianship. Am I correct, and if so where would I go to look the rules?
