Marsha,

Is the family requesting that NO STUDIES be done on the deceased OR are they just asking for the cremains/ ashes to be given to them? 
(I assume the UW already has the body?)

If they don't want any studies done, then I don't think there is anything the family can do to stop that. 
But, if they are just asking that the ashes be given to them when they are done, why don't they just call the UW and ask for them.

My understanding is that at the time that the donor signed the application, they give instructions to the UW so that the UW can know what to do with the remains.
He could have told them at that time to give the remains to his next of kin (or whoever) when they were done. 
So, I don't know why the UW would care what happens to the ashes so long as there isn't a big family dispute.

Anyway, that's where I would start. If they call and the UW won't budge, then maybe they need an advocate.
I'd be happy to be his advocate if the UW isn't budging but before they go through the expense, they should just see what happens if they make the call.
