Hi Craig
I've appraised cellars/collections over the years... there are personal property appraisers who hold a license, but it's not a requirement for wine appraisers.
I would need a few things, like how the wine's been stored, photos, and of course an inventory listing.   Plus condition of every bottle; I use a rating system of fair/good/excellent.  This is based on several things including fill level, label condition, etc.
Also how the wine's been stored... how long he's had each bottle... just a few factors I use for assessment.
Please pass along my information and if he's interested, I can give him a price quote, which mostly depends on number of bottles.
