[WSBAPT] Medicaid countable income Qs

Hello all,

I've a client on Medicaid living in a NH the past 2 years who still owns his house, but needs money to pay for property taxes, house insurance, a few repairs, and utilities.  He's single, the house is vacant, and DSHS put a TEFRA lien on it.  I'm trying to help him preserve his home, as he hopes to someday return.  My Qs:


  1.  Could he have someone live in the house, and rather than pay rent to him pay for above house expenses?  Would this be considered "in-kind payments" and not countable if done by someone not legally responsible for him, per WAC 182-512-0800(1)?


  1.  Alternatively, could the person pay him the above amount for rent, which he fully uses for house expenses, and there's NO countable income, per WAC 182-512-0750(4)?

Any other ideas?
