[WSBAPT] Parent Turning Over Minor Disabled Child to Sibling

I assume that these parents aren’t wanting to relinquish their rights  
to their minor child, they just want to authorize this brother ( who I  
assume is at least age 18?) to be able to act on their behalf for some  
period of time.
 
If that is the case, they can do this with a power of attorney.
 
If this is for a longer duration, and they want it to be more formal,  
they can establish a Guardianship of Minor Child.  The guardianship  
usually provides more protection to the appointed guardian than it  
does to the bio parents.
 
In either case, the bio parents still have the legal and financial  
responsibility for their child.  A parent can only terminate his/ her  
legal and financial responsibility for a child if there is a third  
party waiting to step into their shoes through a formal relinquishment  
and adoption.
