[WSBAPT] Parent Turning Over Minor Disabled Child to Sibling

Listmates,
This is more of a family law issue. Clients' have a minor child with severe
autism. An out of state brother is willing to take in this child to enroll
child in a church program designed for the child's condition. What
documents, if any, can the parents give the brother to facilitate this
transition. Can parents, through a special power of attorney, turn over
their parental rights to their child?
