I assume that these parents aren’t wanting to relinquish their rights to their minor child, they just want to authorize this brother ( who I assume is at least age 18?) to be able to act on their behalf for some period of time.<br>
<br>
If that is the case, they can do this with a power of attorney.<br>
<br>
If this is for a longer duration, and they want it to be more formal, they can establish a Guardianship of Minor Child. The guardianship usually provides more protection to the appointed guardian than it does to the bio parents.<br>
<br>
In either case, the bio parents still have the legal and financial responsibility for their child. A parent can only terminate his/ her legal and financial responsibility for a child if there is a third party waiting to step into their shoes through a formal relinquishment and adoption.<br>
