[WSBAPT] Old deed of trust paid off - No reconveyance

I have used and seen customers use (3) of RCW 61.24.110, leading to a recorded Declaration that the mortgage was paid. The hurdles are whether the escrow company (a) now has the proof that the debt was paid in full pursuant to a payoff demand and (b) is willing to sign and mail the Declaration.

Though I believe the statute previously allowed the Trustee to act as now in (2) of RCW 61.24.110, I have not found a Trustee willing to act, except a title company that was the prior escrow, remains the Trustee of record, and is issuing title insurance requiring that reconveyance.

PC's mortgage was paid off three decades ago. Apparently, no reconveyance was recorded. The financial institution might be out of business. PC now wants to sell property, but must deal with the cloud on title.

Has anyone used successfully the 2013 law - RCW 61.24.110 - aimed at helping property owners in situations like these? Any pointers will be appreciated.
