While I am saddened that Moscow did not receive the Tiger grant, maybe it is a blessing in disguise. For those who are not excited by development on Mt. View, you know what I mean. And maybe those who do want to develop Mt. View should have to pay for it themselves. If you know what I mean...

Moscow denied TIGER grant for Mountain View Road project
City will keep eyes peeled for new grants to help fund plans
After months of waiting, the city of Moscow received bad news about a $17.6 million grant it had applied for this past spring to help pay for construction projects on Mountain View Road.

The U.S. Department of Transportation recently awarded a total of $500 million through the Transportation Investment Generating Economic Recovery Program Discretionary Grants for local government projects that focused on "capital projects that generate economic development and improve access to reliable, safe and affordable transportation for communities, both urban and rural," but Moscow won't see a penny.

Moscow city officials were hoping to combine TIGER money with an existing $6.5 million in federal funding and local matching funds to construct a series of projects in the East Moscow Multimodal Infrastructure Partnership plan, including a bridge that would cross Paradise Creek on East Third Street. The plan also calls for the widening of Mountain View Road and installing curbs, gutters, sidewalks, bike lanes, storm drainage and water and sewer utilities along the roadway.

Moscow City Councilman Art Bettge said the city will now go back to square one and keep its eyes open on future grant opportunities to help pay for the projects. Bettge said he is not aware of any grants the city is currently pursuing, but he said they tend to pop up at odd moments and the city will apply for them when they do.

Bettge said it should be easier to put together a grant package in the future since all the details of the various Mountain View projects have been hashed out.

The city's TIGER Grant application and Mountain View Road construction plans and costs can be viewed a 183-page document at this shortened link: http://ow.ly/v2et303wltW.

UI offers Idaho Fan Zone again
MOSCOW -- The University of Idaho invites fans to celebrate the Vandal spirit at the Idaho Fan Zone before the Thursday, Sept. 1, home football game against Montana State University.

Located on UI?s SprinTurf east of the ASUI-Kibbie Activities Center, the Fan Zone features an open air, carnival-like atmosphere with live music, food vendors and children?s activities. The Fan Zone is free and open to the public; visitors do not need to have game tickets.

The Idaho Fan Zone began during last year?s football season to offer a family-friendly area for Idaho fans to hang out pregame. This year, the Fan Zone will open three hours before kickoff on Sept. 1, for the Homecoming game against Troy on Oct. 1, and for the Oct. 15 game against New Mexico State University.

?We are excited to bring the Fan Zone back this year,? said Dan Ewart, vice president for infrastructure. ?With expanded food options, great entertainment by local artists and plenty of activities for kids, this year?s Fan Zone is a welcome environment for Vandals of all ages.?

The Sept. 1 Fan Zone opens at 3 p.m., with music by the Senders on the main stage at 4:30 p.m. The UI marching band will perform at 5:30 p.m., and the zone closes as the game begins at 6 p.m. A variety of children?s activities, including a competition and ?fitness combine? will be held throughout the afternoon. For a complete schedule and more information, go to uidaho.edu/events/Idaho-fan-zone./Jodi Walker, UI communications.

Pullman PD down a set of handcuff keys following ?kinky sex? call on College Hill
The Pullman Police Department is down a set of handcuff keys after responding to a public assistance call involving ?kinky sex? on College Hill.  A college aged male called officers around 3:30 Wednesday morning asking for some help.  He told police that he and his girlfriend were engaged in some ?kinky? sexual activity which had her in handcuffs.  The problem was he lost the keys.  An officer responded and the college aged female covered up with a blanket quickly stated that the activity was consensual.  So the officer gave the man a set of keys which worked for what turned out to be a real seat of police handcuffs.
