The plan also calls for the widening of Mountain View Road and installing curbs, gutters, sidewalks, bike lanes, storm drainage and water and sewer utilities along the roadway.<br><br>Moscow City Councilman Art Bettge said the city will now go back to square one and keep its eyes open on future grant opportunities to help pay for the projects. The Fan Zone is free and open to the public; visitors do not need to have game tickets.<br><br>The Idaho Fan Zone began during last year?s football season to offer a family-friendly area for Idaho fans to hang out pregame. This year, the Fan Zone will open three hours before kickoff on Sept. 1, for the Homecoming game against Troy on Oct. 1, and for the Oct. 15 game against New Mexico State University.<br><br>?We are excited to bring the Fan Zone back this year,? said Dan Ewart, vice president for infrastructure. ?With expanded food options, great entertainment by local artists and plenty of activities for kids, this year?s Fan Zone is a welcome environment for Vandals of all ages.?<br><br>The Sept. 1 Fan Zone opens at 3 p.m., with music by the Senders on the main stage at 4:30 p.m. The UI marching band will perform at 5:30 p.m., and the zone closes as the game begins at 6 p.m. A variety of children?s activities, including a competition and ?fitness combine? will be held throughout the afternoon. A college aged male called officers around 3:30 Wednesday morning asking for some help. He told police that he and his girlfriend were engaged in some ?kinky? sexual activity which had her in handcuffs. The problem was he lost the keys. An officer responded and the college aged female covered up with a blanket quickly stated that the activity was consensual.
