What are the full set of metrics that comprise 'helping the poor'?  The government (we the people) have already implemented welfare programs, food stamps, subsidized housing, subsidized Obamacare, public schools, lunch school programs, job training, etc.  Further, there are a myriad of private and/or 501c3 organizations that reach out and assist the poor.

Admit we just don't want to [help the poor]?  Hardly.  It's been proven time and time again those who are poor and win the lottery, go back to being poor.  And those who are rich and lose everything in a financial catastrophe, eventually go back to being rich. 'Give a man a fish and your feed him for a day; teach a man to fish...'.  Connect the dots.
