Colbert nails it -- there's no way around it.  Either we expect government to be used to for the betterment of the lives of the poor, as in Genesis 40, or we smugly insist that "the church" should help -- but only those few people we deem worthy enough to have our help.  Then we get to work narrowing that list down 'til everyone on it looks just like us.
