The purpose of A Freedom of Information Request is to compel them to do what they should. Anyone can, not everyone needs too. The problem is that if they do not wish to honor your request, then you have to go to the District Court to compel them too release the information. This costs money, which makes to harder do. Therefore said government agency can get away with denying the request. The forms can be picked up at the County Clerks office. If you do not know where to file it, ask her or the Secretary of State.
