[Vision2020] who pays for Megaload cops?

So, some protesters show up and the local police respond and you want  
the folks that have the permits to pay?
WHEN the protesters break the laws, their fines should pay for the  
disturbances they cause.  Now, who decided some 25 additional police  
officers were needed?
