Then why didn't the chaplain say "soldier" instead of "sinner" . . . if this quote was actually stated.

Having retired from the Army, I can state with confidence that if this statement had actually been made the chaplain would, in all likelihood, be encouraged to either make a public apology for having made such a statement or consider resigning her commission.
