This is the item that was discussed by the Council regarding bicycle racks.  The City does have a bike rack reimbursement program that is funded through the sustainability program.


1.      Proposed Amendment of Title 4, Chapter 6, Section 5 of Moscow City Code Providing for the Requirement of Bicycle Parking for Commercial and Multi-Family Residential Development - Bill Belknap
The Community Development Department and City Transportation Commission have been working on the development of proposed bicycle parking requirements to be included within the City's Zoning Code.  The Transportation Commission reviewed ordinances from 13 different communities to examine bicycle parking requirements and the standards utilized in those communities.  A summary table, as well as copies of the ordinances, are attached for the Committee's reference.  The conclusion of the Transportation Commission's work is the attached.  On August 26, 2010, the Transportation Commission unanimously recommended approval of the Ordinance to the Planning and Zoning Commission.  The Planning and Zoning Commission conducted a public hearing regarding the proposed amendment on November 10, 2010 and unanimously recommended approval of the proposed amendment to the City Council, with a minor amendment to add a bike parking requirement for mortuaries.  Generally, the proposed Ordinance would create a requirement for all new commercial and multi-family residential developments to provide bicycle parking, and would establish standards for installation of required bike parking, including acceptable bicycle rack types, bike rack placement and lighting, and bicycle rack sheltering.  The Ordinance also allows for an administrative variance from some of the standards for existing developments, including a potential reduction of up to 10% of the required motor vehicle parking to accommodate the installation of the required bike parking.  Additionally, the Ordinance provides for a phased parking provision option for land uses where the anticipated parking demand is uncertain or where there is a lack of suitable bicycle access to the site.  This item was considered during the Council's January 18th meeting at which time the Council tabled the matter until the Council's February 7th meeting to allow greater time for public comment and review of the proposal. During that time Staff has developed a slightly amended version of the proposed ordinance for the Council's consideration as described in the attached February 3rd, 2011 memo.

Steed moved to reject the proposed Ordinance; create a Bicycle Parking Task Force; and that the Community Development Department be asked to investigate the feasibility of creating standards for bike rack styles in Moscow.  Carscallen seconded the motion.  Roll Call Vote:  Ayes:  5.  Nays:  Lamar.  Abstentions:  None.  Motion carried.

It would be like really cool if downtown Moscow could enjoin and
participate in the "Fill the Racks" campaign, but our city council voted
down bike racks on Main Street.
