To further your half assed analogy, BHO bid on the home as is, all the while boasting of being a master fire fighter. He then stands around complaining about it being an inferno. Rather than doing anything useful about the problem, he bitches about the previous owner, reorganizes the sock drawer, and goes on a lengthy vacation.
