People are not "infected" with AIDS.  AIDS stands for acquired
immunodeficiency syndrome, resulting from infection with the retrovirus
HIV.  HIV can be transmitted by an infected person without that person
having AIDS, which is why all apparently healthy people with any chance of
exposure (needles, blood, blood transfusion, in utero, sex, even for those
in monogamous relationships, given the rate of sexual liaisons that are
hidden, even when someone cannot imagine their partner would be
"unfaithful") should be tested for HIV.  When someone develops AIDS they are
likely to know they are sick.  The legal brothels in Nevada test their
employees for HIV status.  Prostitutes working in other contexts may not be
as responsible, of course:

State law requires that registered brothel prostitutes be checked weekly for
several sexually transmitted

Brothel owners may be held liable if customers become infected with
