Any way you elect to slice it, there is no validity to assertion that "...even the police found fault with Crowley."

  Wrong.

  The police are not the final word on this, and, expecting a civil suit, of course they stand behind Crowley. No surprise, and no legal significance.

  More likely the prosecutor saw a BS case and decided not to spend any more time than it took to dismiss it.
