For folks with those concerns, there are several similar programs:
Campfire
Spiral Scouts: http://www.spiralscouts.org/

Campfire is also a well developed program, with lots of support
(though I like the Scout program a bit more-they are both good)
Spiral Scouts looks like a fairly new development...
