[Vision2020] Snow problems

Thanks, Tom for taking the time to take these pictures, and posting them.

Donovan, I do not want to get into an argument.  I'll just say this one more
time.  Both of these areas have sidewalks, and are not served by regular
public transit.  People have to WALK IN THE HIGHWAY to get anywhere.  This
is the MAJOR state highway, and a MAJOR route for chip trucks, who do not
follow speed limits.

And, I'm not talking about older people who are not shoveling their
sidewalks.  Almost exclusively, these sidewalks border BUSINESS property.

The people who clear the highway haven't done such a great bang up job
either.  Until yesterday, it was still one lane north on 95 from Palouse
River Drive.
