FEMA didn't have a particularly good theory about Building 7; they
argued that it collapsed because of the fire -- something which has
never been known to happen before. Of course, they also ignored the
ten-story gash in the building's south side that occurred when debris
from the north tower hit WTC 7.

NIST's later study found that the gash on the south side, plus the
loss of columns underlying the east penthouse, caused a cascade of
collapsing floors that quickly brought the whole building down.
