Yes, you have described the process clearly - and as I understand 
it.  My sentence wasn't as clear as it could be.  I was summarizing 
Palin's view that she would prefer the decision to be remanded to the 
states.  She did not articulate how that would be done or whether she 
would participate.

But, if the Constitution was amended and ratified by the states, then 
that would become the law of the land.

I have read a couple of op ed pieces that argue that the only viable 
strategy for bringing the prochoice/prolife decision to the state 
level would be Constitutional Amendment - messy but achievable.  Both 
pieces shared a negative view for the justices overturning Roe v. 
Wade - just near impossible to rig the court to pull that off.
