Jeff,

Roe v. Wade is a decision of the Supreme Court of the United States, as you 
well know.  It cannot be overturned at the state level;  the Supremacy 
Clause of the United States Constitution precludes that.  It can be 
overturned only by a decision of the nine justices of the Supreme Court of 
the United States.  It could also be overturned by an amendment to the 
United States Constitution.  An amendment to the United States Constitution 
is not something done at the state level -- it is done at the federal level 
to the Constitution of the United States.  Yes, individual states must 
ratify any proposed amendment to the United States Constitution, but to 
characterize the amendment of the Constitution of the United States as "a 
decision at the state level" is preposterous.
